The only time you’re able to find out what the requirements are is when, not knowing what they are, you fail to meet them, and you receive a letter saying that your licence has been revoked.

If you were as incompetent as the licensing authority, you’d lose your licence, you’d lose your job, you’d lose your career.

The only consequences of the licensing authority’s being as incompetent as it is, however, is that you and your colleagues lose your licences, lose your jobs, lose your careers.
